Drivers who talk on cell phones while driving are four times as likely to crash and seriously injure themselves and others. Lawmakers have been aware of these statistics for many years, and they have started to implement laws that make using cell phones while driving illegal.

In five states, California, Connecticut, New Jersey, New York and Washington, as well as the District of Columbia and the Virgin Islands, it is illegal to talk on a handheld cell phone while driving. Officers may pull the driver over and issue a ticket for cell phone usage.
 
In 17 states as well as the District of Columbia, there are special laws that require novice drivers to either pull over to use a cell phone or to use ear pieces to talk while driving. In most states, school bus drivers are prohibited from using a cell phone when they have passengers unless it is an emergency.
 
Text messaging is the next activity to be regulated. Washington and New Jersey are the only states to ban text messaging so far, but many states are expected to soon follow.
